Site of Elcin Khalilov

Elchin Nusrat Khalilov was born in 1959 in Baku, into the family of a petroleum geologist. His father Nusrat Yusif Khalilov is a doctor of geological-mineralogical sciences, professor, and honored geologist of Azerbaijan.

Elchin Khalilov graduated from M. Azizbeyov Azerbaijan Institute of Petroleum and Chemistry in 1981 with a geophysicist specialty.

From 1981 to 1989 he worked in the Southern department of the All-Union Scientific-research Institute of Geophysics in positions of engineer, junior scientific specialist, senior chief specialist and chief of laboratory.

In 1990 he defended his doctoral thesis at M. V. Lomonosov Moscow State University (Moscow) in the area of study and prediction of earthquakes and volcano eruptions.

From 1991 to 1995 he was an elected deputy of the Baku State Council of People’s Deputies, as the chairman of permanent deputy commission on ecology.

An autobiography of Elchin Khalilov is published in the book “Famous scientists of Azerbaijan”, in the informational book “Geophysicists of Azerbaijan: Who is who”, in the book “100 Leaders of Industry and Science of Commonwealth”, in the international biographical books in Cambridge, in the encyclopedic information book “Who is who in Azerbaijan”, and in the book “Azerbaijan Section of International Academy of Sciences”.

Since 1999 E. N. Khalilov has been the elected Co-chairman of the Permanent Сommission at the Presidium of National Academy of Sciences of Azerbaijan and a member of the Expert Council of Higher Certifying Commission at the President of Azerbaijan.

In 2000, E. N. Khalilov was appointed as deputy Vice-chairman of Expert Council of Higher Certifying Commission at the President of Azerbaijan.

In 2002, E. N. Khalilov was elected as a full member (Academician) of the International Academy of Science/International Council for Scientific Development H&E (Austria, Innsbruck) and Co-president-Chairman of the Bureau of Presidium of Azerbaijan Section of International Academy of Science/ICSD H&E - www.intacademy.com

From 2002 up to the present time E. Khalilov is the director of Scientific-research Institute on the Prognosis and Studying of Earthquakes of the H&E International Academy of Science.

In 2002, E. N. Khalilov was elected a member of the Presidium of International Council for Scientific Development/International Academy of Science and he was presented with the Laureate of Nobel prize Pavlov supreme reward of International Academy of Science/ICSD gold pin (October, Brazil, c. Sao-Paolo).

On October 15, 2003 E.N. Khalilov was presented with a diploma for the first scientific discovery in the history of Azerbaijan science No. 239, which was officially confirmed and entered into an international register of discoveries. At the same time, he was presented with a Laureate of Nobel Prize P. L. Kapitsa silver medal “To the author of scientific discovery.”
The discovery was made by E. N. Khalilov in co-authorship with Academician of National Academy of Science of Azerbaijan Sh. F. Mehdiyev, Academician of RAS V. Y. Khain and Academician of RANS, Professor T. A. Ismail-Zade. The title of this scientific discovery is “Regularity of spatial-temporary distribution of volcano eruptions” with a publish date of 20 September 1983.

In 2004, on the basis of the recommendation of the Presidium of the International Academy of Science, E. Khalilov’s fundamental monograph, “Gravitational waves and geodynamics”, was published under the editorship of the Academician of the V. Y. Khain Russian Academy of Sciences.

In 2006, E. N. Khalilov was appointed as deputy Chairman of Expert Council of Higher Certifying Commission at the President of Azerbaijan.

In 2007 Elchin Khalilov was elected a vice-president of the International Academy of Science H&E (Austria, Innsbruck).

In 2007 E. N. Khalilov was given a commemorative medal of the Pakistan Academy of Sciences.

In 2007 E. N. Khalilov was the Co-chairman of the International Symposium «Natural cataclysm and global problems of a modern civilization» with participation of scientists from 30 countries of the world (on September, 24-27th 2007, Baku).

Elchin Nusrat Khalilov is a famous scientist in the sphere of geodynamics, seismology and tectonics. He took part in many international conferences, held in England, Austria, Germany, Brazil, Russia, Spain, Belgium, Indonesia, Pakistan, Turkey, Bulgaria, Iran, China, Slovakia and other countries.

E. N. Khalilov is a co-author of the sole scientific discovery in Azerbaijan, eight World patents for invention (PCT), one EUROPATENT, three Eurasian patents and forty national patents of Azerbaijan, Pakistan, Indonesia and other countries.

E. N. Khalilov is the author of more than 200 published scientific articles, six monographs, and more than 300 popular scientific articles.
